btw, (silliman) how far is technology that can "censor" from technology that can "believe"?

Um, belief is thought to require some sort of state of intentionality, where censorship wouldn't.

hmmm,

couldn't the ability to make value judgements based on complex social interaction (ala turing test), that is, rating people's ratings of web content, be accepted as belief?

Well, censorship need not be anything more than computational. It's more like a coin-counting machine that a robot that can convince you it has a gender (i.e., the turing test).
